The Social Security Investment Fund (formerly the Investment Unit) commenced its operations in 2003. It is responsible for managing and investing the funds of the Social Security Corporation with the aim of achieving sound and sustainable returns on invested assets, while preserving the real value of assets and holdings and ensuring adequate liquidity to meet the future obligations of the Social Security Corporation.

Executive Management

The Executive Management of the Social Security Investment Fund constitutes the cornerstone of institutional leadership, translating strategic direction into tangible outcomes. This is achieved through setting overarching policies and ensuring alignment and integration across directorates and organizational units, in a manner that reflects the Fund’s role as a long-term institutional pension investor balancing sustainability and returns.

In this context, Executive Management oversees and directs the Fund’s investment portfolios within well-established governance frameworks, ensuring the generation of sustainable returns within prudent risk parameters. This, in turn, strengthens the financial resilience of the social security system and contributes to economic stability and growth at the national level.

Executive Management also plays a central role in enhancing operational efficiency and optimizing resource utilization, while leading institutional development efforts, attracting high-caliber talent, fostering a culture of innovation, and advancing the adoption of modern technological solutions. These efforts collectively enhance performance efficiency, improve service quality, and reinforce the Fund’s position as a leading national institutional investor.

Real Estate Portfolio Directorate

The Directorate is responsible for managing and developing the Fund’s real estate investment portfolio, including land assets, commercial complexes, and other property holdings. It oversees leasing agreements and related contractual obligations, including long-term contracts and Build-Operate-Transfer (BOT) arrangements. The Directorate also evaluates and studies new investment opportunities within the real estate sector.

Equities Investment Directorate

The Directorate is responsible for managing the Fund’s equity portfolio across publicly listed companies and private shareholding companies. This includes conducting detailed financial analysis, valuation, and continuous performance monitoring at both portfolio and company levels. It also assesses corporate governance practices and evaluates investment risks and returns. The Directorate further identifies and evaluates new equity investment opportunities based on defined financial and strategic criteria.

Treasury and Loans Directorate

The Directorate is responsible for managing the Fund’s liquidity through investments in money market instruments and fixed-income securities, supporting optimal liquidity management and return generation within approved risk levels. It also oversees lending activities, including participation in syndicated loans, and follows up on major national projects financed through the Fund’s fully owned leasing arm.

Project Finance and Tourism Portfolio Directorate

The Directorate is responsible for identifying and evaluating new investment opportunities across sectors based on integrated financial and economic analysis. This includes conducting feasibility studies, financial modeling, and assessing returns, risks, and execution parameters. The Directorate also oversees the Fund’s tourism portfolio, including investments managed through its wholly owned tourism development company.

Equity Support Directorate

The Directorate is responsible for monitoring and evaluating the performance of the Social Security Corporation’s representatives on company boards through a structured system of oversight, evaluation, and guidance. It plays a key role in strengthening institutional governance practices, enhancing the quality of representation, and promoting transparency and accountability to safeguard interests and optimize investment returns.

Risk Management and Strategic Planning Directorate

The Directorate is responsible for developing and monitoring the implementation of the Fund’s strategic plan. It identifies and assesses investment and operational risks, and establishes risk management frameworks supported by defined risk indicators. The Directorate also oversees institutional performance management through the application of the Balanced Scorecard, enabling performance evaluation and supporting informed decision-making.

Information Technology Directorate

The Directorate is responsible for managing and developing the Fund’s enterprise systems, applications, and data infrastructure, while leading digital transformation and process automation initiatives in line with international best practices. It oversees IT governance, cybersecurity, and data protection frameworks, ensuring system integrity, operational continuity, and the resilience of the Fund’s technology environment.

Financial Control Directorate

The Directorate is responsible for overseeing the Fund’s financial reporting and control functions in accordance with International Financial Reporting Standards (IFRS). This includes the preparation of financial statements, budgeting processes, and the review of financial transactions and reconciliations to ensure accuracy, consistency, and compliance. The Directorate also produces periodic financial reports that support effective financial oversight and informed decision-making.

Human Resources Directorate

The Directorate is responsible for managing the Fund’s human capital through structured workforce planning, talent acquisition, and performance management systems. The Directorate also promotes a culture of engagement, continuous learning, and organizational excellence in line with best practices.

The Unit is responsible for providing independent and objective assurance on the effectiveness of the Fund’s internal control, risk management, and governance frameworks. The Unit also monitors adherence to International Financial Reporting Standards (IFRS) and IT audit standards, supporting the integrity and reliability of the Fund’s operations.

The Unit is responsible for developing and maintaining the legal and regulatory framework governing the Fund’s operations, and for providing legal advisory services to support compliance and informed decision-making.
